Gorokhiv is a small city in the Volyn region, which is not included in our Rating of cities transparency. And, recently, the team of the Transparent Cities program checked the transparency of local authorities at the request of city residents. According to the results of the assessment, Gorokhiv City Council scored 13.5 points out of 100 possible. Thus, the city fell into the group of not transparent cities. This means that residents of the city have almost no access to information from the open sources about the activities of the City Council.
The most transparent areas in the city are access and participation, utilities and personnel issues.
The least transparent areas of activity of the city Council are informing about the work of the MLA, investment and economic development, municipal property, professional ethics and conflicts of interest, education, the budget process, procurement, land use and construction policy.
The city did not receive any points in the areas of housing policy, financial and material assistance, and social assistance.
With a score of 13.5 points, Gorokhiv could only claim the last place in our rating.
To improve its performance, the city should study the best Ukrainian and international experience and adopt the transparency practices of other city councils.
The Transparent Cities team collected recommendations for the Gorokhiv City Council:
- Conduct competitions for the distribution of funds and provide the public with the opportunity to attend meetings on the provision of funding to individuals and legal entities, and civil society institutions.
- Make public information about city social assistance institutions and create an online application for a place or service.
- Adopt a regulatory document on the use of the public procurement service.
- Introduce an electronic procedure for obtaining a passport linking temporary structures for commercial, domestic, socio-cultural or other purposes for business activities.
- Download the city's master plan and zoning plans on the official website.
These are the first steps that will allow the government to become more transparent for residents.
