Mariupol May Become The City Transparency Ranking’s New Leader

July 15, TI Ukraine presented the results of the intermediate transparency assessment of the 100 largest cities in Ukraine. Currently, Mariupol bypasses the current transparency leader - Drohobych - by less than 1 point.

 

These results are intermediate and serve as a reference point for the city councils which are intending to understand their progress and compare their status with the competing cities.

 

Cities continue to implement recommendations on transparency and accountability in their work. Updated data was sent to TI Ukraine by 38 city councils out of 100. Some of these cities have made significant progress, such as Mukachevo, Pokrovsk, Kolomyia and Kamianske. These cities added to their last year’s results from 25 to 37 points.

 

Compared to the 2018 survey, overall transparency rose by 21%. The cities most actively worked on increasing the local finances transparency - the budget process and the allocation of financial and material assistance. The least progress has been made in education and communal property.

 

Cities are also actively implementing international practices of openness and accountability. At present, 9 cities have signed the International Open Data Charter, the main principle of which is open by default.

 

The results of the survey can be found today on the website of the program at //bit.ly/2LUO0zE, and in the section "city transparency rankings" you can see the points accrued by the city for each of the indicators in detail.

 

As early as October, the Transparent Cities Program will start working on the City Transparency Ranking 2019. Thus those city councils which have not yet implemented our recommendations can increase their transparency and prevent competing cities from overtaking in the ranking.
