The criterion number and title define a specific indicator. Each indicator is distinct and clearly linked to one of the 13 sections of the methodology. The maximum score and scoring method per criterion are as follows:
-
0 points – minimum possible score
 -
2 points – maximum possible score

The methodology provides a detailed description of the conditions under which an indicator receives a high score or no score at all (0). The total maximum score is 100 points.
Assessment methods used to assign scores:
-
A – analytical conclusion by the research team

D – verification of compliance with standards outlined in Cabinet of Ministers Resolution No. 835 dated October 21, 2015, on open data sets
 -
W – website analysis (the study clearly reflects whether the relevant information is available on the city council’s official or designated website)
 -
I – response to an information request
 -
T – online statistics
 -
S – citizen complaints, court decisions, credible media reports, public documents from NGOs or local council members
