City Index
The European City Index is a study by the Transparent Cities program of Transparency International Ukraine that assesses how closely the practices of Ukrainian municipalities align with European approaches to good governance. The study looks beyond the availability of documents and services to how they work in practice: access to information and accountability, the use of open data and digital tools, transparent financial management, and integrity. The results help identify the strengths and weaknesses of city governance and the changes needed to bring Ukrainian cities closer to EU standards.
