On the eve of the local elections in Ukraine, Transparency International Ukraine and the Institute of Political Education presented the Local Government Transparency Code, which will promote the development of good governance practices and local government accountability. The Code contains 11 provisions on areas that traditionally suffer from a lack of clear and predictable rules of the game or are only partially transparent.
The program team urges candidates to support this document and commit to implementing it after winning the local elections. Key provisions include the audit of communal property, land resources, and activities of communal enterprises, systematic informing about preparation and decision-making, the clear format for working with investment projects, ensuring community participation in the development of regulatory policies. Attention is also paid to digital transformation at the local level.
Implementation of the provisions of the Code will increase the transparency of local authorities and strengthen community trust.
"Support for the Government Transparency Code seems to prove the willingness of potential mayors or deputies to take real steps to change their city,” explains TI Ukraine Executive Director Andrii Borovyk. “This document concerns the most problematic areas for local authorities, and adherence to transparency in them will allow everyone to directly feel the positive results. Because transparency is not just a word. This is the way to effective management."
