Work of City Councils During the War: A Study
Since 2017, the Transparent Cities program (Transparency International Ukraine) has assessed the transparency and accountability of Ukrainian cities. However, after Russia's full-scale invasion of Ukraine in 2022, the team stopped ranking the accountability of cities and starts using a conceptually different approach to assess cities’ transparency.
After February 24, 2022, Ukrainian cities in the rear have been constantly forced to balance between transparency and security, while occupied and frontline cities make much effort to ensure the safety of citizens and the functioning of critical infrastructure.
2022
In the first year of Russia's full-scale invasion of Ukraine, the team assessed only 70 cities out of the usual 100 and did it by using updated criteria. Instead of points and positions in the rankings, cities’ assessment included its status and the level of indicator implementation.

The results of the study:
2023
80 cities out of the 100 largest cities of Ukraine were assessed in the adapted study in 2023. The exceptions are settlements whose territories were among those temporarily occupied by Russia throughout 2023, as well as cities where city military administrations were established by decrees of the President of Ukraine (except for the cities of Chernihiv, Kyiv, Sumy, and Netishyn) since the indicated city councils, after the establishment of a City Military Administration, did not stop exercising their powers and continue to perform their functions now.
