Discussing City Assessment Methodology: Open Data Specialists Invited

The Transparent Cities program of Transparency International Ukraine launches an annual ranking of cities by the level of open data disclosure and invites experts to participate in the discussion.

On October 8, at 12:00 p.m., an online presentation of indicators of the future methodology and discussion of its draft with open data experts will take place on the Data+ communication platform.

The city councils have assessed the indicators, expressed their reservations, and introduced suggestions. In the course of the meeting on the Data+ platform, Yanina Liubyva, open data expert of the Ministry of Digital Transformation, will share her views on the challenges for local authorities and the recommendations of the Ministry. Nadia Konashchuk, head of the open data department of the Digital Transformation Activity, will cover the development of the open data sphere at the local level and opportunities for the city authorities. Olesia Koval, head of the Transparent Cities program, will present general approaches to the analysis, while Yuliia Sysoyeva, author of the methodology, will provide comprehensive explanations and look for solutions to debatable indicators. 

This autumn, the analytical team of the Transparent Cities program will present the methodology for ranking cities by the level of open data publication. The results of the first pilot study will be presented next spring.

It will entail checking the quantity and quality of mandatory sets of open data published by the city council and its executive bodies. The analysts also plan to check the relevant documents of local authorities regulating the field of open data and the impact of published data on the functioning of local self-government bodies and the lives of citizens.

The final version of the methodology will be published later on the websites of the Ministry of Digital Transformation of Ukraine, the Transparent Cities program, and Transparency International Ukraine.

 

The methodology was developed with the support of the Ministry of Digital Transformation of Ukraine, with the help of the Digital Transformation Activity, funded by USAID and UK Dev. The partner in the project implementation is Transparency International Ukraine.

The Data+ communication platform was created by the Ministry of Digital Transformation of Ukraine with the help of the Digital Transformation Activity and the support of USAID and UK Dev. The project partner is the Better Regulation Delivery Office (BRDO).
