Solutions to Increase City Councils' Transparency

In April 2022, the Transparent Cities program presented study results of the 70 Ukrainian municipalities' transparency during the war. Based on the results, some cities contacted us for recommendations on how to improve the level of transparency. These include Drohobych, Shostka, Sumy, Mukachevo, and Stryi, with whose representatives we held meetings.

Overall, the study showed a list of methodology indicators that were not fulfilled by most cities (54-65 city councils out of 70 surveyed). We have distinguished decisions that municipalities implemented the least in 2022. Their implementation will increase the openness of the processes and engage the community in them. 

Indicators of e-tools and e-solutions introduction

Sale of rights to place a seasonal trade and vehicles at electronic auctions, in particular in the Prozorro system

Ternopil held such auctions in March-December 2022 for both the seasonal trade and temporary structures. In contrast, Kyiv announced at the first auctions for the placement of kiosks in late June 2023. 

A service/tool that allows online applications for housing (housing queue)

For example, in Vinnytsia, Drohobych, and Khmelnytskyi, you can apply via a resident's account. In Dubno, however, applications are submitted through an online form. 

Indicators of access and participation

Announcement of all city council meetings and its collegial bodies (executive committee, standing committees, and coordination council (if any)). Announcements should include information on: 
- date and time of the event;
- link to the online broadcast; 
- link to the agenda / list of issues.

Lviv Сity Сouncil publishes a calendar of events on its website that contains all the requested information. 

Broadcasting all executive committee meetings and all standing committees of the city council meetings. This will allow citizens to be involved in the policymaking process. 

For example, Rivne Сity Сouncil broadcasted meetings of standing committees on its official YouTube page, and Pryluky Сity Сouncil broadcasted executive committee meetings on its official website. 

Indicators of municipal property and land

Publication of information on habitable housing on the balance sheet of the city council (habitable housing owned by the community, the number of unused premises, and the number of rooms in dormitories). Update the information at least once every six months. 

Mukachevo has ensured that relevant information is published on the city council website, as well as updated. In addition, Kremenchuk publishes such data, but at the time of writing, it was not updated every 6 months. 

Publishing registers of land plot lease agreements. It is important to ensure the availability of all types of data: 
- date and number of the decision on land transfer;
- geographical location of the land plot (address or cadastral number); 
- name (full name) of the lessee;
- date and number of the agreement, its validity period;
- area/size of the land plot, hectares;
- monthly cost of land plot lease or normative monetary valuation of the land (UAH), and the amount of rent in %.

Kamianske City Council published the requested data types in its register.

Publishing a register of all available advertising media/structures on the official or specialized website of the city council. Ensure machine-readable format and availability of data on:
- the date of grant and name of the permit recipient (advertisement distributor), the validity period of the permit for outdoor advertising;
- the advertisement's type, size, and address (geographical location).

Lviv publishes information on advertising media/structure on its own open data portal. It provides semi-annual data updates.
