How Close Are Ukrainian Cities to European Standards of Openness?

Ukraine’s path toward the EU should advance not only at the national but also at the local level. On November 20, Transparency International Ukraine’s Transparent Cities program will present the results of a pilot assessment that evaluates how 11 city councils align with European standards of openness and citizen engagement.

The online event will bring together representatives of city councils, analysts, and governance and EU integration experts.

Participants will learn:

  • how cities publish decisions, strategic documents, and reports;
  • which city councils already demonstrate effective citizen engagement;
  • what first steps local governments should take to get closer to EU standards;
  • how to complete a self-assessment using TI Ukraine’s methodology.

Mykola Vavryshchuk, Deputy Mayor of Khmelnytskyi, will share his insights on how cities can strengthen openness amid the challenges of wartime and what benefits transparency brings.
